Capability outcomes: who is responsible?

In the latest edition of his Langford Files column for Defence Technology Review, Dr Ian Langford examines Australia’s new Defence Delivery Agency and the question at the heart of Defence capability reform: who actually owns military capability?

The reforms are intended to “restore accountability”, with clearer responsibility for determining the capability the ADF needs and delivering it. But as Langford argues, dispersed authority only succeeds when accountability becomes sharper, not weaker.

“Someone must retain genuine end-to-end responsibility for delivering military effect throughout the capability’s life.”
